Jakarta, CNBC Indonesia – Minister of Trade Zulkifli Hasan confirmed that WhatsApp has a permit as Social Commerce. This means that the platform can only promote or advertise businesses on its platform.
In Minister of Trade Regulation 31 of 2023, several conditions are explained for platforms to become Social Commerce. For example, in Article 1 paragraph (17), Social Commerce is defined as a social media organizer that provides features, menus and/or facilities for traders to place offers for goods and/or services.
Social Commerce is also prohibited from facilitating transactions on the platform. This is stated in Article 21 paragraph (3).
At the WhatsApp Business Summit in Jakarta, Wednesday (1/11/2023), it was discovered that WhatsApp Business presents a shopping experience on the platform. However, WhatsApp does not provide transactions in it.
One example is Alfagift’s WhatsApp Business. Users can select items and order them directly using WhatsApp.

Apart from selecting goods, users can also determine the delivery location. However, payments are made outside the WhatsApp application.
CNBC Indonesia try to buy goods through that account. Payments are not made within the platform but are taken to the Alfagift website, where there are several e-Wallet and transfer options.
When met on the same occasion, the Minister of Trade, Zulkifli Hasan, confirmed that WhatsApp had a license as Social Commerce. He also called the decision a fair move for trade.
Zulhas explained that WhatsApp will act as a platform that promotes business. The instant messaging platform will not act as a seller.
“I think WhatsApp is here (Social Commerce), it’s fairer,” he said.
He also reminded WhatsApp to continue to be Social Commerce. “There’s no need to join in opening a shop,” said Zulhas.
