Jakarta, CNBC Indonesia – The Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) has prepared 2 government regulation plans (RPP) which will become implementing regulations for Law Number 20 of 2023 on the State Civil Apparatus (ASN). The two regulations prepared are the ASN management RPP and the RPP regarding awards, recognition and ASN management budget.
“Based on the mapping of the substance mandated in the Law and taking into account the 6 month completion deadline, the government will prepare 2 RPPs derived from the ASN Law,” said PANRB Minister Abdullah Azwar Anas during a meeting with Commission II of the DPR, Jakarta, Monday (13/11/2023).
Anas said the ASN management RPP will consist of 19 chapters. Meanwhile, regarding ASN awards and budgets, Anas said the government felt it was necessary to regulate them in a separate PP.
He said the RPP had separate regulations because the ASN Law regulates pension mechanisms which require further study.
Apart from that, he said that the pension arrangements would have an impact on the state’s fiscal burden. “We discussed intensively with the Minister of Finance,” he said.
Anas said that so far the government has made 676 inventory lists of problems related to the preparation of this RPP. Apart from that, he said, the RPP could still be developed and allow for the addition of DIM and chapters.
Meanwhile, he is targeting these two RPPs to be completed by April 31 2024. “We have formulated a timeline which is targeted for completion by April 31,” said Anas.
