1.6 Million Remaining Honorary Employees in 2024, What Will Be Their Fate? News – 1 hour ago

Jakarta, CNBC Indonesia – The Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) estimates that there are still 1.6 million honorary workers who have not been appointed as State Civil Apparatus (ASN) in 2024. The PANRB Ministry is currently racking its brains to resolve the problem of these non-ASN employees so that they can be appointed as Employees. Government with a Work Agreement (PPPK).

“The non-ASN projection is 1.6 million, of which former THK-2 (Honorary Personnel Category 2) 130,495 and general 1,475,694,” said PANRB Minister Abdullah Azwar Anas during a meeting with Commission II of the DPR RI, Monday (13/ 11/2023).

Former THK-2 are honorary workers whose income is financed not from the APBN or APBD. Anas said the government already had a plan regarding the fate of the 1.6 million honorary workers. However, he said that this plan needed to be consulted first with Commission II of the DPR RI regarding the settlement of these 1.6 million people.


“Later we will discuss with members of the council, we will discuss so that this is a 2024 policy, but we can take it now,” he said.

Previously, the government estimated that there were around 2.3 million honorary workers throughout Indonesia. Law Number 20 of 2023 concerning ASN mandates that the issue of honorary staff must be resolved no later than December 2024.

The resolution of this honorary issue will be regulated more technically through the issuance of a Government Regulation. The government said the PP is still being discussed and is targeted for completion by mid-2024.

Azwar Anas said the government had actually tried to solve the problem2.3 million honorary workers since the past.He said that some of the honorary staff had tried to be absorbed through ASN selection in 2021 to 2022.

According to data from the PANRB Ministry, as many as 1,585 non-ASN people have successfully entered PPPK in the 2021 CASN selection. Then, in the 2022 selection, 317,148 non-ASN people passed the selection.

Anas said that in the 2023 CASN selection, there were 669,054 honorary staff who took part in the selection. He estimates that 430,665 people are expected to pass the selection.

Anas said there were still 1.6 million honorary workers remaining which still needed to be completed by 2024. Anas said the PANRB Ministry had prepared a scenario which would be discussed further with Commission II of the DPR RI to save these non-ASN workers from being converted into ASN.
