Jakarta, CNBC Indonesia – The government will issue new regulations regarding the control of addictive substances, which are a legal product derived from Law (UU) No. 17/2023 concerning Health, in the form of a Government Regulation (PP). The draft PP (Health RPP) is currently under discussion. Advertising companies in the field of outdoor media or billboards also responded to the government’s plan.
This industry player admits that he will be affected by the RPP Health policy.
“With this RPP, we surveyed several friends throughout Indonesia, there are 57 companies in Bali, East Java, Makassar, Sulawesi, Sumatra. We see that 44% of these companies earn more than 50% of cigarette income,” said the Association Representative. The large dependence of foreign media on the cigarette industry is inevitable. The figure is even greater if you look at the capacity of the company, the smaller the scale of the company, the greater the dependence on the cigarette industry.
“There are those whose income is above 70% from cigarette tobacco, from the survey there are 22% of companies, so this is very significant. With this RPP many people are affected, especially those from the lower middle class, for large companies there are alternatives, for lower middle companies, right? ,” said Fabianus.
Media industry players said that this RPP would have a negative impact. Ironically, the stakeholders affected by the creative industry sector admit that they were never involved in the drafting process, so that the various regulatory proposals currently contained in the tobacco articles in the Health RPP are deemed not to meet the rules of policy making in accordance with regulations and legislation that require meaningful public participation. .
“We really regret this because the creative industry’s understanding is very limited regarding plans to implement these regulations. This policy should be discussed with the parties who will be in contact with the regulations, considering that the Health RPP covers many business fields and intersects with tobacco products,” said the Deputy Chair Indonesian Advertising Council Janoe Arijanto.
In fact, the involvement of industry players from the government in discussing this regulation has never been realized.
“We are open to discussing the policy formulation process so that the changes do not harm creative industry players and are right on target in supporting the government’s efforts. We also hope to be involved in the policy formulation process that will have an impact on the creative industry,” said Janoe.
