Jakarta, CNBC Indonesia – The Ministry of Communication and Information (Kominfo) said that services such as WhatsApp did not come to Indonesia as a telecommunications operator. There is no collaboration with cellular providers in Indonesia.
This means that the Ministry of Communication and Information cannot reach what is required of cellular operators (opsel) in the country.
“The hope is that there will be cooperation,” said Director General of PPI Kominfo Wayan Toni Supriyanto, during a press conference at the Kominfo Office, Wednesday (15/11/2023).
Then, he said that the regulations requiring cooperation between global Over-The-Top (OTT) and opsel had been included when drafting the Job Creation Law regarding broadcast broadcast operators, as well as its derivative Ministerial Regulation No. 5 of 2021 concerning communication operators in Indonesia using OTT or who are called business actors.
However, because the time given was 3 months until the decision was made, Wayan revealed that there was tremendous pressure from this global business actor. He said that this OTT service provider did not want any cooperation.
Even if there is, they don’t want to create a communications business as per the Telecommunications Law.
“Actually, the draft was completed in the first month. However, in the next 2 months there was extraordinary pressure from global business actors,” he explained.
So, in the end, Kominfo could not determine the word mandatory. They can only regulate the collaboration format, which traffic and which articles they must comply with.
If the word mandatory is included in the regulation, it means that Indonesian communications organizers can regulate forms of cooperation with global business actors.
“And all this time they have become, sorry, like now WhatsApp, even if we move our number, for example going abroad, using an Indonesian number and then going abroad to buy a new card, the WhatsApp number can still be used,” explained Wayan.

“That’s why, he translates WhatsApp, not him, the customer translates our MSISDN numbers or cellular numbers into WhatsApp,”
So when a crime is committed by a number that has been translated, the Ministry of Communication and Information cannot make any efforts.
If the number still appears which is used for a crime, he just changes his face or uses someone else’s face, while the number is still appearing.
“As long as there is a good report from Kominfo, we can still block the cellular operator. We can definitely block that number.” he concluded.
