Jakarta, CNBC Indonesia – Inactive cellular numbers can still be used on WhatsApp accounts. However, it turns out that this has the potential to be misused for online crimes, including fraud.
“So if you have an 0881xxx number that you use today, then use WhatsApp, then you don’t subscribe to it again because it’s not refilled, this WA will still live with that number,” explained

Merza said this was a void. Because there are no rules governing whether customer numbers can be used for other purposes.
“This is one of the gaps because the regulations do not regulate whether the identity of the customer number 0881 can be used for other things,” said Merza.
One of the points raised is that the same cellular number can only be used by the same person.
On that occasion he pushed for mandatory regulations between OTT (over-the-top) organizers and cellular operators. So negative content that is spread can be monitored much more effectively.
Currently, the rules are only binding on mobile operators. For example, in Law 36 of 1999 there are restrictions on cell phone access to directly view content, especially in applications.
This regulation does not yet cover digital services. Merza explained that the existing regulations have been around for too long and they are not familiar with the digital world.
“Under this law, we as telco operators are not allowed to see the contents of the message. So it’s like postal mail, we only know the envelope, but inside the letter envelope we don’t see the contents,” he explained.
“We are telco operators here, but what we are talking about is digital space, the digital world. The law is quite old, where the contents of the law do not yet recognize digital.”
