Jakarta, CNBC Indonesia – The Mayor of Solo, Gibran Rakabuming Raka was finally appointed as the Indonesian Vice Presidential Candidate (Cawapres) to accompany Prabowo Subianto on Sunday (22/10/2023) evening.

According to Prabowo, the selection of Gibran as his running mate went through quite an intense discussion process. Especially, with the Advanced Indonesia Coalition (KIM).

“We have had final discussions with a consensus, everyone agreed to nominate Prabowo Subianto as the presidential candidate for the Advanced Indonesia Coalition for 2024-2029 and Brother Gibran Rakabuming Raka as vice presidential candidate for the Advanced Indonesia Coalition,” said Prabowo, Sunday (22/10/2023).


So, how is Gibran’s progress, especially in the energy sector, namely mining?

Some time ago, the eldest son of the President of the Republic of Indonesia, Joko Widodo (Jokowi), revealed the illegal mining practices that were mushrooming in Indonesia. This statement even shocked the Twitter social media world because Gibran said that many of the illegal mines in Indonesia were supported by terrible figures.

He responded to a complaint from the public who expressed the need to immediately eradicate the illegal mining practices that are mushrooming in the country. Gibran even said that he had also received several complaints from the Regent of Central Java regarding illegal mining practices.

In fact, the netizen said that illegal mining was found in more than 20 locations. But unfortunately, this condition continues to be ignored. “Yes, sir. The regent has also complained to me several times. The backing is scary,” answered Gibran regarding the public’s complaints.

Gibran’s words on social media seemed to be an iceberg phenomenon. The reason is, it’s not just tens or hundreds of illegal mines in the country, but thousands.

Based on data from the Ministry of Energy and Mineral Resources (ESDM) in 2021, the number of Unlicensed Mining (PETI), aka illegal mining, reached 2,700 locations, consisting of 2,645 illegal mineral mining locations and 96 illegal coal mining locations.

Due to the rise in illegal mining, the Ministry of Energy and Mineral Resources previously planned to create a new legal unit specifically to handle law enforcement in mining activities that were proven to have committed irregularities.

Currently, supervision over the management of energy resources and mineral resources in the form of security and law enforcement at the Ministry of Energy and Mineral Resources is carried out by Civil Servant Investigators (PPNS).

Previously, Gajah Mada University (UGM) Energy Economics Observer, Fahmy Radhi, who is also a former member of the Anti-Oil and Gas Anti-Mafia Team, revealed that illegal mining activities in Indonesia have very powerful backing or support. This great power is called the “Seventh Heaven”. So who is the “Heaven of Seven” or ring one in question?

Fahmy explained that during his experience as part of the Anti-Oil and Gas Mafia team chaired by Faisal Bari, supporters of illegal mining with tremendous power came from party elites to elite community organizations (Ormas).

Apart from that, Fahmy’s claim to “Seven Heavens” was based on a statement by the former Minister of State-Owned Enterprises (BUMN) at that time, namely Dahlan Iskan. Fahmy said that backing illegal mining were members of the government, namely the DPR and DPRD.

“From the results of our study in the Anti-Oil and Gas Mafia Team, I think the pattern is the same. So ring one includes, for example, party elites, mass organization elites. Then also individual members of the DPR or DPRD who make laws that may be illegal. “mining is difficult to prosecute,” explained Fahmy to CNBC Indonesia in the Mining Zone program, quoted Friday (2/12/2022).

Apart from that, Fahmy said that the power of “Seventh Heaven” is what makes illegal mining difficult to eradicate. Bearing in mind that the makers of legislation, namely the DPR and DPRD, are also involved in this illegal mining. “The power of the seventh heaven is very powerful, so that is what causes illegal mining to flourish quite large and is not touched at all,” he concluded.

Therefore, Fahmy suggested that the regulations regarding illegal mining should be improved. Apart from that, strict law enforcement must be carried out so as to have a deterrent effect on perpetrators and individuals involved in illegal mining.

“This regulation must be improved, then there must be fair law enforcement, then thirdly there must be a deterrent effect. So, for example, if it is proven that illegal mining has been committed, then strict action must be taken so that in the future no one dares to carry out illegal mining,” he stressed.

Fahmy deeply regrets that state wealth is supposed to be for the prosperity of the people, but illegal mining activities will only make the mining mafia prosperous. “All over Indonesia there is illegal mining, this is wealth that should be controlled by the state for the greatest prosperity of the people. This is for the prosperity of the mafia,” he concluded.
